Speaker Bio:
David Carroll is the Vice President of Cyber Capability, Engineering, and Strategy at General Dynamics Information Technology (GDIT), where he leads efforts to deliver mission critical cyber capabilities to government customers. He brings more than three decades of combined government and private sector experience, including senior leadership roles shaping national cybersecurity strategy and operations.

Previously, David served as the Associate Director for Mission Engineering at the Cybersecurity and Infrastructure Security Agency (CISA), where he delivered wide ranging cyber defense capabilities to the federal enterprise. A decorated military cyber officer, he has extensive systems engineering expertise and operational experience, making him a trusted leader in the cybersecurity field.

Throughout his career, David has successfully led multi million dollar security initiatives, guided organizations through complex regulatory and technical challenges, and built high performing teams that foster collaboration and organizational excellence. His deep understanding of emerging technologies such as artificial intelligence and machine learning, combined with advanced awareness of evolving cyber threat landscapes, continues to position him at the forefront of advancing cybersecurity capabilities in support of the mission.
