Former Chief Information Officer (CIO) of the Commonwealth
Speaker Bio:
Nelson P. Moe is a high energy, results-driven executive with proven track record of success and superior leadership in enterprise IT. Nelson recently served as the chief information officer (CIO) of the Commonwealth and led the Virginia Information Technologies Agency (VITA). He was appointed by
Gov. Terry McAuliffe effective June 8, 2015 and reappointed by Gov. Ralph Northam on March 28, 2018. As CIO, he led a 220- person organization responsible for oversight on the IT infrastructure services as well as governance of the Commonwealth’s IT procurements, cyber security and enterprise architecture.
Nelson recently led the multi-year transformation of the Commonwealth’s IT infrastructure services from a single supplier model to its current multi-supplier model of seven suppliers and an integrator. This transformation has fundamentally improved the Commonwealth’s visibly into IT services and its ability to add new technology services at speed and scale. It is approximately 10% more cost effective from the single suppler contract (~$30M/yr) and allows for much more contract leverage, cost visibility and service flexibility for the Commonwealth.
The transformation to the multi-supplier model was successful and has won national awards from NASCIO (the National Association of State CIOs) and NASCA (the National Association of State Chief Administrators). Nelson was selected in 2021 as one 1 of the 25 national Top Doers, Dreamers and Drivers by Government Technology.
The vision is being fully realized. His agency is successfully deploying first in the nation efforts for State run Email messaging services using dual suppliers (Google and Microsoft) and Robot Process Automation.
Nelson was also the Commonwealth’s IT procurement authority and he approves RFPs and contracts for IT infrastructure and applications for about a $400M/yr.
Nelson’s experience prior to coming to the Commonwealth includes serving 3 years as CIO for the U.S. House of Representatives. In that position, he was responsible for the IT vision, enterprise strategic planning, budget implementation, cybersecurity operations and risk posture, business continuity management, IT services and project management for the members, leadership, committees and staff of the House of Representatives.
His career at the House started in February of 2001 and spanned 14 years of increasing positions of responsibility. Nelson implemented the IT Risk Management policies to pass an annual FEDGAAP audit with NIST and OMB A-123 Internal Controls. He directed the operations for enterprise IT infrastructure to include Enterprise ERP, systems, websites, data center and cyber security systems. Nelson also supported the national level efforts for continuity of government in the wake of 9/11/2001 and the 10/17/2001 anthrax attack on Congress. Prior to his time at the House of Representatives, Nelson finished a career in the U.S. Navy as a nuclear submarine officer. Nelson spent his time in SSNs deployed in the Pacific theater and qualified as Nuclear Engineer and for Command in Submarines. 2 He is most proud of qualifying as a submerged OOD for Arctic under-ice operations on the USS ASPRO (SSN 648). After the Navy he worked in the private sector for several small companies and an IT startup before shifting to the U.S. House of Representatives.
Nelson is a graduate of the U.S. Naval Academy class of 1981 and the Hardcore 24th Company. Go Mutineers!! He holds a bachelor’s degree in applied mathematics from USNA and graduate engineering degrees from both The Catholic University and George Washington University.
